I have an idea that might just add a bit of fun to the game, change the strategy of small scale piracy, and create some general mayhem. It is just an idea, so no need to get apoplexy over it.
What if CCP created a shuttle for each faction that would allow for 1 high slot, 1 medium slot, 1 low slot, and 1 rig hardpoint, and no cargo bay. You could fit anything in the slots your grid could support. Shuttles could be armed, yes. Can you imagine the shuttle fights? Super fast shuttles with a 2 second window to fire before they are out of range. Choose your weapon carefully!
Shuttles are low priced. New players can jump right in. Players could buy lots of them. Yes, you could spend a fortune outfitting one, but then, you risk losing it. I think it would be great fun for those that just want to experience combat without losing everything on an expensive ship.

You could, but that defeats the purpose. The purpose is really fast paced combat that is limited in scope. |

hmmm, sounds like you need a small ship that is fast but isn't at all like the rest of the frigates.
Great idea, how about they give you these shuttles everytime you start a character or lose ship/get podded. It could also be a learning tool for new players. We could call this "heavy shuttle" a rookie ship.

Organised PVP is pretty much against (my interpretation of) the spirit of the game if it's done by CCP. However, once upon a time individuals did run various PvP competitions that you could enter into different classes of ships - including rookie ships - for a small fee.
Whilst I wouldn't partake myself, it's a neat idea to host a rookie ship tournament.
