There is no ultimate setup for any ship.
All setups have strengths and weaknesses.

hi- 4X dual light pulse lasers 4X rocket laucnhers with rockets
med - 5X cilvian shield booster 1X 1mm ab
low- 4 X nabiofiers to make ur armour weak as ****

i would say have at least 2x heavy nosferatu for 1vs1, that way you use that extra 200 for your sheildboosting and he gets problems for his own boosting 
can look c it this way = every hit makes 400 cap¦s diffrence between you and your enemie
