Without this skill you can only sell items in the station where you are docked. You are still required to be in the same region as the item. You cannot sell items in another region, even if they are only one jump away. Also the normal rules apply about selling to existing buy orders. There is no way to avoid moving items if you want to sell them to a buyer in another station. This only removes the requirement for you to be docked in the station to arrange the sale.

I mean does at lvl 1 mean can you only sell to people in local, and lvl 5 anyone in region can buy. I mean, If I sell stuff, can anyone in region see the item for sale or do I have to have a skill to extend the range of the visibility of the items for sale. I presume the marketing skill did this but was not sure. I want to sell stuff and have maximum visibility of the items for sale

But there is nothing you can do to force them to buy from your location. It is the buyers choice on which stations he will buy in. However, if you have the lowest price, then your items will sell first if anyone buys in that station. It is not possible to buy from any order other than the lowest in a given station.
