In the last week I bougth a rifter managed to fit it with some nice looted equipment. I hunted NPC pirates in sectors with 0.05 security - no problem. I decided to go into 0.0 sec space. First asteroid belt I vist, I find two Angel Impalers. They start firing for 22K out. Seven shots later and I am in my capsule. Is this how it is supposed to happen? Is 0.0 sec off limits to frigates?

Yes, for solo frigates asteroid belts in 0.0 sec space are not a habitable space.

Pirate spawn is based on the ore, not the security level.
Your 425mm Prototype I Gauss Gun perfectly strikes some nublar, wrecking for 1155.0 damage. |

It's not off-limits, but as you now know, it's bloody risky.
Don't be put off going into 0.0 space in a frigate, but if you're going to mine there, point your nose at something you can warp to (like another 'roid field) while your mining laser does its job, and be ready to hit warp as soon as the heavies show up. ________________________________________________ Captain Bluebear Interstellar Vagrant |

No its not off limits to frigates, unless something really nasty spawns. All 0.0's are not equal.
Angel Impalers are very tough. If you get closer than 15km they will tear your rifter to shreds. I know this because I've killed more than i can count in my rifter. You really need a long range setup though, something thats going to let you make effective hits from 15km+. Leverage the rifter's speed and keep an eye on the range (I usually find that clicking and eyeballing works much better than 'orbit').
When you warp in, the FIRST thing you should do is turn around and put some distance from the pirate until you count how many there are, what types, how far out before you come up with a plan.
Like some people said, its bloody risky but if you do it right it can be extremely rewarding. |

Tip for all you ninja miners.
Once your Miner1 has started, as has been said, point your ship at a suitable target to warp to and right-click on that target. Continue mining whilst hovering with your cursor over the 'warp to' option and watch - not the main screen- but the half orb thingy in the bottom right. Set the range to at least 50k. As soon as blips appear on the orb- hit 'warp to' and don't forget to stick your fingers up at the pirates as you leave ;)

Are you using a good shield booster? Impalers can deal damage but they shouldnt be able to kill you in 7 shots in a Rifter if you know what you are doing. You should damage them far quicker then they damage you.
But to answer your question, a Rifter should not have any problems in 0.0 empire controlled security space. There are no cruisers there.

Xar Sar you need to increase your skills that pertain to gunnery, engineering, navigation, and electronics. Oh, and level4 in Minmatar frigate wouldn't hurt.
I have no problem with 2 Impalers in 0.0 space in my Rifter. They are a pain because they shot missiles but I can usually take them down before they do too much damage to me. I shoot the guns at one and missiles at the other. And then when the first dies I concentrate on the last one. Heck, sometimes if I am real lucky I can even avoid getting hit by the missiles fired at me.
I don't have any uber weapons either. I just use 3 250mm projectiles and an assault missile launcher. Of course I checked what ammo does the most damage to the Angels so I figure that might help.
And has been wrote previously, always (and I can not stress the word ALWAYS too much) have a way to get out of Dodge quick. I always have People&Places up in the right hand corner of my display with a station in the local system that I can warp to. Only a small portion of P&P is showing, but it is more then enough to allow me to leave the area quickly if I am on the loosing side of a gunfight.
