Every now and then I'll be flying through high-sec and run across 3-4 CNR's... all with random names like gsdgj, fklro44, yikjfir, hkj4nv
Most of them I find are only 1 or 2 months old, they don't respond to EVE mail or chat.
****es me off to be honest, makes me feel that things aren't as valuable as they used to be.

Most likely they are macro-miners or ISK farmers from reputable sweat shops. They get caught, banned and within 5 minutes they're back... regretfully.
Do some searching on eve-search.com to find posts on how to have fun with these people.. most likely it involves a sec rating hit, smartbombs and and expendable ship :)

seemed bizarre seeing groups of accounts, with randomized names, just a few weeks old, flying around in faction battleships suspected they were ISK farmers but wasn't sure if I was the only one noticing or not

Stop compiling your list. It goes on forever... these type of characters have been infesting parts of the universe for the last couple of years at least. There's been 50-page threads talking about them... more than once. CCP believe they are tackling the problem as best they can, most of us can't see anything changing as a result. Meanwhile more and more gibberish-named characters get created every day.
There's nothing amusing about them, your list has no purpose, just ignore them.
Fly around, do your thing, tune them out.
CCP should make a sticky for general discussion explaining what these characters are, so people don't make these threads any more; as if they would ever do that.
Either way, don't waste the time you have paid money for by doing any sleuthing on these guys, it's been done before, it's not difficult to figure out how they operate and where all the money goes; it's just pointless, that's all.

ISK FARMERS ARE ALLOWED BY CPP
What is illegal is:
- Using Macro's - Selling Isk through non-authorized channels
If they have someone sitting in a sweatship flying 6 CNR's simultaneously, its perfectly fine. Really. It is pretty immersion breaking and can **** people off, sure. On the other hand, if CCP started banned people from using stupid names, they would have to ban a lot, and isk farmers would simple adapt and change their names to sensible ones.

When it was time to make a mission or miner alt they did the keyboard mash and are now enjoying the lulz when people get all ****ty and bent out of shape with them. Made a nub miner alt a while ago for the same reason and undock him in the high sec areas to see how many convos, evemails and bumps I can collect. Btw bumps are always petitioned I might add and has gotten me some roflmmfao gems of an evemail when they emorage a reply to me cause they got warned by a gm.

Btw, what you're doing can easily be interpreted as griefing and abusing the petition system. You are intentionally encouraging people to bump you, and then filing petitions against them. Please stop clogging the petition queue for genuine players who actually have a problem rather than just wanting to take out their real life problems in game.

I`ve seen the same in 0.0, groups of BS converging on a container, and ratting all day long, all with funny names. If you approach, and I am talking about 100km out, they will warp away, but never leave the system.

Well, look'em up in-game if you'd like. Every person on that list belongs to an NPC corp and flies a bestower or other hauler day in day out, around shaha, without talking. As far as evidence of anything goes, a character's name is pretty thin.
As far as evidence of anything goes, someone not answering you is pretty thin.
- People not taking the time to make a name up to your standards isn't against any rules. - People not talking to you isn't against any rules.
Now if these characters are online 23/7. If you check their contracts and you see things like Drone Skills being contracted for 500,000,000 isk, then you're probably on to something.
Best advice: Try not to get angry about the little things.

Far as i remember you cant see private contracts so whats the point in checking?

They are Windows PCs in dark basements, usually with the mummified body of their former owner slumped over the keyboard, that have become self-aware and are now killing time by downloading various programs (including EVE online) and running them ...
