A little more information would be nice if you want some help. You state that you wish to know 'which cruiser to get now', which could suggest that you already own one. Also, information on your favourite weapon/fighting style etc. would help find a setup more appropriate for you. Anyway...
Thorax is generally considered the best combat cruiser from the Gallente(possibly in the game...and before anyone says it, no, i dont fly one as my favourite ship ), due to it's monsterous drone bay and 5 turrets, which allow it to run as a close range monster(refered to as a Blasterrax, due to it being fitted with Hybrid Blasters). However, recent statements from the devs suggest a nerf to the drone bay of the thorax, taking it down to a level more equal to other L3 cruisers.
Celestis is primarily designed as a missile boat, pure and simple. As you are caldari, this would be a decent first Gallente cruiser if you have trained missile skills and are used to using missile equipped Caldari ships in combat.
Vexor is a nice little ship, not as widely used for combat as the T'rax, but does look like it could be promising for a longer range setup(this one is next on my shopping list , so wait for the opinion of a seasoned vexor pilot to get a bit more info on this).
Guardian-Vexor - don't even think about it, you will be very lucky to find someone that owns one, and even then there is little to no chance that you will be able to purchase it off of them. Also, such a rare and prohibitably expensive ship would not be best put to use against npc rats (wouldnt it be fun to see one go boom?)
Exequoror is not a very good combat ship, but I have found it exceptional for courier missions(until i gave them up - too dull) due to it's ability to carry a lot more cargo than most(any?) other cruiser class ship. So there you go. Take this info and that of other players, decide what you want to, look at the ship stats, then buy 1

I don't have a cruiser atm, I have an incursus and a bestower. I enjoy hunting npc pirates, and I'd like to try some pvp. Considerably more n3wbz0r than yau. |

2. What is your fighting style and your relavent skills? Thorax clearly more agressive now with 5 turrets, huge drone bay. It is not uncommon for a experienced thorax pilot to take down a battleship. It is defenseless against missles for the most part. CPU and PG are very low and hinder uber setups.

Actually, a Rax that knows how to gank with heavy drones can pwn just about anything out there provided it can take a few hits. Well, since the cruisers are changing this is a very relevant question. Based on the published info so far... well, it depends.
For PvP, I suspect the Thorax will (still) rule, though the Vexor's new role as a drone platform opens up some nice possibilities. Depends on how effective the new drones will be. I don't really see the Celestis as a PvP boat, though it's not impossible I guess.
For NPC combat, the Celestis is actually a pretty nice boat, I use it currently for lvl3 mission running. With the new bonuses it will be even better at "shoot rails from a distance" role, and it's the only Gallente cruiser with missile capability. Close-range (blaster) combat vs. NPCs is risky, though it can be great fun.
In both roles the Exequeror is Right Out, as they say. It's a nice cargo hauler, but that's about it.
