Apart from the activation time whats the difference between the two?
What is the activation time for?
Can i put a recon probe launcher on a CovOps frigate?

Recon probes (and the launchers that fire them) are for probing down other players' ships. Activation time is how long it takes for the probe launcher to cycle. Sort of what covops are for really.

Ok so if im trying to scan down a mission runner to someone who is in a safespot, which is what im wanting, then a recon probe launcher is the best?

Because most missions occur in Deadspace which weakens the signal strength for the mission runner's ship, most people use the Exploration probes (Magnetometric/Radar etc. Quest probes) with a scan probe launcher, due to the much higher scan strength of the probes. The longer scan time is less of an issue, since most high-level missions take a while to complete in any case.
The recon launcher is only really useable for scanning down player ships in safespots because the exploration probes are too large to fit in the launcher, coupled with the short scan time (< 30s on a rigged covops with decent skills) and large range (up to 40 AU). --- Sig Starts Here --- Lord Haur - Imperial Academy Logistical Support

Either. If you're looking for a sure hit on a specific mission runner (for example, that pesky neutral who's missioning in your lowsec system) then you need to get within 4 AU and use a Quest scanner probe in a scan probe launcher. If you're in a system with dozens of mission runners and any one will do, say for ninja salvaging, then I recommend using a recon probe launcher with fathom scanner probes. They are less likely to get a hit on any particular ship, but if there are dozens of ships you'll get a few hits on every scan cycle, and the recon launcher covers a wider range and cycles much faster. |

Recon probe launcher
Pros:
- Fast
- Long-range
- Finds ships of any race
Cons:
- Low sensor strength=low chance of picking up ships in deadspace complexes (missions)
- Can only use recon probes
Scan probe launcher
Pros:
- High sensor strength=good chance of picking up ships in deadspace complexes (missions)
- Can use both scan probes and recon probes
Cons:
- Slow
- Race-specific
- Shorter range
