It seems that most if not all NPC's are for the most part EW immune due to their massive sensor power. Are there any plans in the works to make EW a viable option when fighting NPC spawns?
It just doesn't seem right that a Blackbird can't jam an NPC frigate with 5 multispec's mounted.
Even if the answer is "Nothing planned", or "EW is working the way we designed and want it" It would be nice to know that the DEV team is aware of this issue that a lot of the players are asking questions about.
Also, it seems like NPC's have some incredible CAP reserve, because Nosferatus and other CAP elimination devices really don't have any indication that they are doing their jobs vs. NPC's.

I've tried all sorts of racial and multispec jammers, but i haven't tried a tracking disruptor yet. I just kind of gave up on EW vs. NPC when I found that I couldn't jam an NPC frigate with 5 Multispec's.
Might be interesting to see though.

this was asked to the devs in a CSM chat hosted by evegate. Oveur stated that the NPC dont have any cap right now and changes into EW fights vs NPCs will only be looked into after Shiva release. heres a small outtake:
Ravenal > NPC's and different attack tactics Weapon disruption? Dampening? Cap draining? (cap neutralizer and nosferatu's)
oveur> you mean them on you or you on them? :)
Ravenal > recently jamming npc's became impossible :) Ravenal > well.. bothe hopefully
oveur> well, both would be nifty really oveur> yes, to prevent you from being able to scramble them incredibly stupid npc's while mining along safely
Ravenal > hehe :)
oveur> but a nice announcement here, since we are talking about npc's which is logic domain
Ravenal > im guessing the ecm on npc's is being looked at.. for the general changes on ecm Ravenal > yes please?
oveur> is that Redundancy, after reworking our internal defect tracking process, is now going into programming game logick along with lickspittle oveur> so we're looking forward to injecting some intelligence into NPC's
Ravenal > a bit more options for them eh?
oveur> and yes, that includes ECM changes
Ravenal > guessed as much :) - how about dampening and cap neutralizers/drainers?
oveur> wel, cap is a very touchy thing on npc's at the moment oveur> well, them not having one is the thing really oveur> so until they have, we won't be able to drain them
Ravenal > not even "fake" cap?
oveur> targeting is also emulated, hence dampeners aren't effective oveur> thats how we would do it
Ravenal > and take dampeners into the emulation ..
oveur> yup, exactly oveur> but, as you probably know, that would be post-shiva
Ravenal > so.. too far in the future to really ask about ? ;)
oveur> hopefully not :)
Ravenal > Good to know that theese options will be available anyway.. Ravenal > hehe.. done then Ravenal > .
