I keep hearing about the local nerfing.
Is this bound to happen?
Has it been officially announced?
Maybe I don't search in the manner that I should, but all I hear is rumours, and have seen a dev blog from 2004...
Could anybody please direct me to the voting booth if they're discussing it?
Any official declaration other than the dev blog from 2004?

P.S. My 2 isk on the subject:
This is going to wreck the whole community that I'm in atm, which is the only standing NRDSI community ingame...which is hard to defend and uphold as is...
Pirates already are able to do hit and runs here very easily...this will make a pirate's life so easy...
(fyi I'm talking about Providence)
I'd commit EVE-suicide if this goes through

Yes it will happen. There was a Q&A at some point where it was said they plan some changes. CCP will at least experiment with some ideas. CBA to find the thread. It will be replaced by some other intelligence tool and might stay as it is in empire space. Exactly how and when, nobody here actually knows, but your concerns are known to CCP.
How it will actually be implemented hasn't been announced, but there is loads of speculation over the subject. One option is to try it out first with the new wormhole systems. That way the effects will be limited and you can test it out before releasing it on a bigger scale.
You can contract your stuff and transfer your isk to me, if you decide go insane and suicide, instead of actually waiting an seeing what CCP has planned.

No, but it has been hinted at the desire CCP has of doing it at some unspecified time in the future.
Hinted at repeatedly and for a long time, so we might get it Soon™... or maybe a couple of days before Duke Nukem Forever... you never know.

You're ASSUMING that they JUST want to "nerf" local and give you nothing back in return.
If that would have been the case, they would have done it YEARS ago.
No, what they plan to do is CREATE a system (either from scratch or adapting existing scan tools for it) where you can get a similar level of intel like you can get now via "Local", but this time it would be skill and gear dependant (as opposed to just having a neutral starter NPC school alt in a noobship in the system).
Now, creating that system wasn't a priority until now, so it's taking a long time.
But when that system will get here, we'll know it well in advance.
