Faction Warfare: Escalation
There have been a couple problems inherent with the way Faction Warfare was designed since it started. I figure if I spell them out and a couple solutions maybe I can see if we can get some changes.
1. There is no substantial benefit to securing a system for your faction.
Moreover there is one more way in which the Faction Warfare fails to live up to the hype... It doesn't seem like there's an actual war going on. The factions involved haven't exactly unleashed their military might except for a couple videos that CCP has produced.
In addition to the complexes and missions the NPC fleet has deployed some ships including capital ships in areas secured by their faction and in contested zones. You can score victory points by destroying these vessels. (Logically the number of formations of each type will be limited per constellation)
The npc fleets are scattered at gates and asteroid belts in systems under their controlled or contested with the enemy and their positions change at each downtime much like the complexes. They are strong formations composed of capital ships and supporting vessels. Being powerful formations they can deliver significantly supporting fire to Pod-pilot formations that anchoring down the opposing militia forces.
2. The only way to advance in rank is to secure complexes or fly faction missions, destroying npc ships or participating in fleet engagements is currently not rewarded.
Implementation of VP gain for the destruction of naval formations in enemy controlled or contested space allows people to gain rank through other means. Additionally VP could be awarded for the destruction of hostile militia ships based upon the rank of the pilot (Blowing an enemy Admiral's ship up even if he's a militiaman would definitely be a blow worth recognizing).
3. In comparison to mission running or 0.0 endeavors there's far more risk than reward.
With low membership in the militias and even lower participation levels, the empires could be pressured to amend the Concord charter to allow for the payout of bounties to militia crews for the destruction of the hostile empire's naval forces. Basically allowing the ratting of NPC navy ships by the militia. As large empires that seem to be able to throw battleships at anything they should be able to easily afford that.
4. The complexes and control bunkers are nothing more than floating bricks.
This is partially just an ascetic issue, but also begs the question what exactly the complexes represent. Perhaps if we think of the complexes as automated intelligence outposts which militia fleet ships have been equipped with special hacking equipment to allow the reprogramming and capture of. What about the Control Bunkers then? Maybe we should think of the system control bunker as being like a POS. Once the system has had its defenses damaged the navy sent a formation of dreadnaughts to knock out its shields (This occurs during downtime). Now with its shields down the militia can attack the unprotected control bunker and force its surrender (A message from the bunker in local declaring that they surrender would definitely add a bit to the immersion value.

I agree that more depth to FW would be a very good thing. I like your idea for NPC navy ships patrolling the belts and planets of contested systems.
It would be nice to be able to warp to a belt and find that either friendly or enemy navy ships had spawned. Perhaps BOTH have spawned and are fighting each other?
I'd love to warp in to a NPC gun battle on a belt, and be able to add my guns to my side. Maybe NPCs under fire will broadcast a system-wide call for assist, allowing militia members from both sides to see that there is a battle in progress. Then you might get capsuleers from both sides warping in to join the fray.
(Ideally they should change the colour of friendly NPCs to green/blue so we can quickly tell friend from foe.)

FW complexes that - when captured - give coordinates to a deeper, more secret and better defended plex.
That would rock.
