Those are NOT upcoming things. They are WIP concepts that may be in the bin by now, and CCP makes no promises about the content of that video.

Price and balance have nothing to do with each-other. We got to that point when titans could no longer be balanced by price, so hellcats can hardly be. |

There is a difference between nerfing the ship itself and nerfing the deploy-ability of the ship. Hellcats won't change but they will become too expensive to field regularly.

My understanding of price balancing is that you make something powerful and expensive or weak and cheap. Fortunately, EVE does not do this, and that is why a few t1 destroyers can gank a much more expensive hulk.
However, if those t1 destroyers were arbitrarily priced to 5b isk so that only the elite could field them, without changing their capabilities, that is a nerf.
