That because when on windowed mode the key events are received first by the window manager of the operating system, and it translate alt+ something into those fancies. But when on full screen the window system receives nothing so there is no translation and the game interprets that as hell as CCP decided to interpret it. |

In my previous MMO, there were a lot of Japanese players. They got all kinds of different smileys.
My favorite by far was "orz"
If you look closely, "o" is the head of a person, "r" is the arms and "z" is the legs. It's basically a guy banging his head on the floor. They used to use this smiley whenever they did something stupid. |

Different default character set. Some TTF sets don't have all the alt characters so it produces either a ? or a ■ or sometimes just a □. Not everyone has Roman based character sets.
