How about the ability to request a duel with an individual in high-sec space without getting yourself a security hit or a criminal flag?
Perhaps through an invitation system, as per opening a chat with another pilot.
Podding could still incur a hit and a flag ... but it would be nice to be able to play a positive-sec-rating character and be able to blast away at a like-minded buddy without having to trip all the way down to 0.0 to do it.
It could be a nice intro to PvP for new players who, quite frankly, don't want to take their new kestrel into 0.0 space just to be ganked by the first BS they come across... or simply just don't have the time to get there.

correct me if i'm wrong, but doesnt being ganged allow you to fire at each other? if thats the case, you could simply gang together.
