You may want to put a memory monitoring utility on your system and see where the memory or resources are being used. I had a stuck program that didnt close in Windows XP and it had my available ram down to 104 free from 1024 or 1 gigabyte of ram when usually with one client open I have around 480-512k free. My ship was shaking so much, I thought I was inside of a CEMENT MIXER!  
This may or may not be your problem. Just letting you know how I fixed mine. Sometimes lame a** programs in startup with windows are the cause of this.Print managers,CTHELPER from Creative Labs,etc.etc. Try using msconfig from the run command(Windows XP) and see what is in your startup folder tab at the end. You would be surprised at all the crap that loads that you dont see in your system tray.
Like you mentioned the relog works wonderfully, but is not a fix rather a work around like you said.
If it is a GAME BUG, I hope it gets sorted. All the shaking almost made me have convulsions!

eh im not a hardware specialist, but try Omega drivers, maybe that could help (the quickest, easiest solution - if it works that is)

That happened to me a few days ago. I remember i had drones deployed at the time & was completing a combat agent mission.
It lasted for a couple minutes as i recall which made me very glad i had taken a battleship to do the mission as at least there was no real threat to my ship during the combat.
However, I believe it has something to do with the process the game uses to shift the view to center on an object... for example, if you put your mouse pointer over a ship targeted icon or a drone, the view will shift so that that ship or drone is in the center of your screen. Now to me it seems like it was shifting the view wildly around as though it was showing you a series of things in rapid succession, however there wasn't anything really there... not that i could see anyways. Only had it happen once. It was in Oursalaert. I don't spend much time in heavily populated systems.
Something perhaps related or perhaps unrelated, the mission that i did immediately after that one, took me to Mies... where I lost my Typhoon to a group of NPC rat frigates. Apparently I failed to turn on my armor repairers ( even though I normally do this immediately when i enter the system ). I was happily allowing my drones to whip up on the little rats, when all of a sudden my ship blew up. I showed no damage to shields or armor on my indicator... I should've noticed that the shields didn't go down, but i tend to focus on the armor bar, & since i was only facing a couple of frigs, it wasn't surprising to me that the damage bar didn't move much, & honestly i really wasn't too concerned with it.
Again I dunno if it's related, but it did occur just minutes after the other bug.

It lasts for a minute or so, and after that my cap goes crazy (1 activation of a module = 0% cap remaining). I need either to relog or to dock at a station to find my cap back to normal. Seems like everything you do meanwhile is recorded, so you can try to warp at a safe point and cross your fingers .
No idea where is the problem, maybe this thread will give us hints.

Had this problem too on my old computer - AMD Athlon 2500+ (barton core) and GeForce 4800Ti SE. I have no idea what caused it, but it didn't happen very often (once a week I think). It lasted a few minutes and when everything was "back to normal", my modules went crazy when I activated them the first time after the "spacequake".
Now I have a new comp - Athlon64 3200+ and an ATi 9800XT and I'm fine. It's the weirdest bug I have ever come across for sure

Ah finally i've found people with the same problem as me 
People on the help channel thought I was mad when I asked if anyone else has had this happen. I emailed support but they didnt know what causes it either

THough I think I live close to the Bermuda Triangle, so maybe that's what I should expect when flying my ships from my home computer?

So solution #1 get an nVidia card, but since that's obviously glib and silly, you might want to try this:

This is some guy who has taken it upon himself to make new drivers for the ATI cards. Some of my friends have used them with some reasonable success. I used it on one of my laptops and found some noteworthy improvements... nothing staggering, but better enough to be possibly worth a try.
YMMV, install new drivers with caution, esp. if they're not made or supported by ATI, don't blame me if your box goes boom. :)
