Actually I would like to have the Scorpion to be able to be fitted for either, making it more versatile than the T2 Recons in that respect. So you can either fit it for long range ECM, close range ECM burst or epic primary bait.
Versatility is what T1 has above T2 and with the role of the Scorpion so limited and with a competition that can do the same just more agile, adding a bit more versatility to the scorpion might make it a more interesting option over all those Falcon alts.

Less mass would allow it to align to warp faster.
Better base jamming range would allow it to jam beyond 150km without max skills and rigs.
Put them together and it becomes useful for long range ecm again. Until then, use a Falcon!
Swapping two hislots for an extra midslot would make it unique and even more useful - hence worth flying again.

Ya, this is generally what I tend to think. Until such times that something else it's done, really, as some others have said it's more of a primary damage soak.
As to your bolded section, it already has 8 mids. You want a dev-hax 9 slot?

Tbh id rather see the ship being more symetrical as its pretty damned ugly right now.

the scorp has a few issues, but it was never a damage dealing ship
I'd say better scan res and more armor than shield would help in the fleet role ...
and an extra low instead of a high slot ? |
