What was removed was the issue where after undocking, you could web a freighter right after it started it's warp drive, in a way that prevent it from being able to either stop, or warp off. Indeed it mathematically slowed them to a negative speed, so they could not enter Warp, OR Dock due to being already in 'pre-warp'.
