It also seems to add needless overhead and work for CCP when they have enough on their plate as things stand. There is a test server for fun and giggles in any event which is where testing should be constrained to.

If Santa Claus exists, I would like a new bicycle for Christmas. I think that is about as likely as your (1). Shall we discuss our Christmas lists, or would that be pointless?
But to answer your question: I wouldn't use these systems, and would be annoyed by having to avoid them on the map. I don't see that anyone would spend serious time in a system that is so artificially detached from the rest of the game. So the amount of genuine "testing" that would take place is questionable.
Sisi is a reasonable solution for testing, and has the strong advantage of already existing. If it is a cesspool and there are ideas for cleaning it up to make it more effective as a test platform, I'd support that. |

Even if horses could fly and Vindicators only cost 100 isk inside R&D (like they do on Sisi), No.
I wouldn't use it for the very reasons I've stated that you're ignoring. There's no point in going there when my isk is better spent on actual assets that I can use in the real game instead of on the test server/system only.
The devs will never implement it because Sisi is already there for testing, and it is already isolated from the real game. Why complicate it by tying an R&D system into the real game for no reason other than "it might be neat"?
...
I do think now that the devs could easily give you what you're asking for though... at the right stargates, they just activate a button your UI that logs you out of TQ and onto Sisi. That pretty much covers everything you're asking for when you boil it down to features and requirements.
