I read that as specialized for running missions in battlecruisers, but the linked skill sheet only has battlecruiser 2 and heavy missiles 3. When compared with Torp Specialization 3 (almost half your Missile SP) and Caldari BS 3 that really doesn't seem specialized for battlecruisers.
