Has far as i know...Chribas Veldnaught is in high sec because he never jumped it out. CCP gave all capitals in high sec a chance to get out before the nerf, and even after. Nothing stops a cap from jumping outta high security. Also there was a time where you could haul em into high sec with freighters.
