This rule only really applies to well skilled/specialized characters. Every skill set your character is involved with it needs work to do it well. Jack of all trades, master of none. So the character is worth much less. You have to remember, regardless of what the market norm is, a character is only worth what people are willing to pay for it.
Therefore I am prepared to offer you 2.3bil.

I don't think he has wasted skills at all. In fact I think anyone on here that says that about pretty much any char is just trying to run the price down! Skills that don't necessarily unlock something new are just skills that the next owner will have to train a little further. OVERALL this char has a great set of skills and can do a lot! - I also think given the next owners TLC Psyderman would be a great main character. Use jump clones people. I am not in the market but you get a free bump to combat people with a lack of imagination. :) haha - no ill will meant. There is hardly ever a time when skills are wasted unless CCP takes the skill away - like mines - and then the char is still valuable to a collector! People on these forums use that term way to easily. Again - my reason above. :)
