The Vigil is an excellent all round ship and when i started i used it for what you want to do now. You can fit 2 miner 2's, have a missile launcher and/or drones for defence when mining down to about 0.5 i would say. To run the mining lasers you can fit a cap power relay or 2 and maybe also a cargo expander or 2. Fast little bugger too 
I will escrow you a Rifter for free to use for npc combat if you want as i have a few Rifters around the universe atm

Have put a Rifter in your name in Yulai. About the set up - yea what Vigilant said but you may wanna train small projectiles as you get a damage bonus on Rifter with them and could fit 2x 280mm's and possibly include a rocket launcher with defenders depending on enemy.
edit : if you cant use mwd yet stick on an afterburner, not great but rifter is fast anyway and will do for the mo..

or to an more anti-frig setup, slap a pair of 200mm AC's and rocket lanuchers with any kind of rockets.
aye but very close range in a Rifter against NPC gets tricky when you come up against the bigger rats - fun though
