I have noticed that the frequency of important mission had drastically declined.. Is this my bad luck, a bug, or by design from the last big patch?

To be honest I haven't noticed such a thing. But it could be that's because my standing with agent and his corp are stil increasing.
I get an important every 8-10 mission I think. No implants have been rewarded yet though.

i have a standing of 9 with caldari navy, and about 9 with my agent, and i get one important mission every 6 or 7 missions, but no implants  .
Auction your items for isk, works sort of like ebay. |

Implants no longer intest me since I only get perception one's I just liek to blow things up but if I keep doing important missions I'm gonna start getting shot if I enter caldari space, declining them really is'nt an option either since you lose standing with the faction your going todo missions for.
I just wish they would bring in standing decay in.

At least you are getting implants - I keep getting important kill missions which pay less than normal missions and have no implant reward.
