So one of the icons in the base I am docked at indicates that I can join the military. Is this a bad move to try out as a new player, in the sense of being too new to do the requirements asked of, faction standing being hurt, or being just utterly confused in what they would ask of me?

That'll be the faction Militia... unless you have enough standing with the faction in question (unlikely if you're very new) you can't join anyway.
Basically it's another NPC corp which offers missions based on pvp rather than pve.

I call shenanigans. You need:
-ISK for some t1 frigates (Insured)
-Propulsion Jamming skill for webs/points
to be ready for PVP.

And also, this is as good a reason as any to keep it cheap. T1 frigates with T1/cheap named fittings are perfectly effective for starting PvP, and with platinum insurance are almost free to lose. There's no point at this stage paying a million or more for a particular module to give you a few percent better effectiveness when that ship is going to pop just like the others.
Keep it cheap, keep it cheerful and recognise that with every ship you lose you gain more experience - the learning comes not when you do something right, but when you do something wrong and thus can say "ahhh, I won't be doing that again."
