Just started out. The question is what weapon is good to start with and what skills are required. Im currently doing agent missions.

well, for frigates i was always fond of the 150rail myslelf, its a good hybrid weapon. also standard missles launchers with light missles would be another good choice.
the skills for those:
"small hybrid turret lvl 1"
"missle launcher opertion 2"
"standard missles level 1"

Gift is correct, also remeber who you are... Your Races ships will give a 5% bonus to a certain weapon... for caldari it is Hybrid Rail guns as Gift has said. The 150 Rail is a great choice, personally ammo wise I use Antimatter for close close range and iridium for the Medium/long shots :)
Missiles are always good, you autta be looking for the ones that give you the bonus again, with caldari the bonus is on kenetic damage with missiles. Bloodclaw light missiles give the kenetic damage.
