I was podded outside a station while playing in Tranquility, does the same rules apply as when you play in Singularity, where the rules are that no one can pod another?

Wait. Do you mean you were podded on the live server (Tranquility)? Or did you mean to say you were podded in Sisi (Singularity, the test server)? If you were podded on the live server I hope you had an updated clone.
And yes, you can get podded anywhere. You can even get podded in hi-sec if you're not careful.

Fit up the most baddass expensive ship you can fly and just start shooting and killing as many people as you can, the police understand your only out for revenge... and should leave you alone.

little know fact about eve, if you type "/pvp" in local no1 can shoot you, you have to do it after every session change though as it resets when u jump

The best option in this situation is to wait until your pod is in low armour/early structure and them spam the "open window and jump out into space" button.
This has worked for me on several occasions, and if you're not far from a station you can inertia surf the explosion back into the docking bay. If you find the docking bay locked for any reason, float up to the station administrators window and bang on it wildly until he lets you in, or you explode - whichever comes first.
