Ok I got my first cruiser last night and Im equipping it for rat hunting and for back up in PVP...so here is my current setup.
1 - 10nm AfterBurner
1 - Stasis Webifier
1 - Targeting Disrupter
3 - Dual 150mm Railguns
2 - Heavy Launchers
Is this a decent setup, or should I make some changes. I also have some armor plating but I cant remember which ones so I didnt post the low power slots.
Any advice would be greatly appreciated.

You need to make some changes in my opinion.
Use 250mm railguns (prototype gauss preferably).
Use as many heavy missile launchers as you can fit( It has 3 launcher slots I think or 2).
Use shield booster in 1 medium slot ( the one that repairs your shield.
Use 3 shield hardners (The kind that hardens all types)
Use Power diag units in low slots and maybe 1 reactor control unit and 1 CPU booster.
If you have another medium slot I cant remember use a sensor booster.
This is the ultimate damage dealing kickass celestis you can come out with.
I would use different setup under different situations though because witht his setup is not ideal for travelling obviously and you have to be careful in PvP bc you are vulnerable to jamming. But in NPC hunting this owns and is the best in PvP if you are fighting an equal or lesser opponent (not ognna own any battleships or a veteran tier 2 cruiser pilot).
If youd ont need to put so many PDU's and RCU's and CPU boosters then fit 1 magnetic field stabilizer in your low if possible. THat is a high priority but I dont know your skills.

That sounds like a decent setup, the only problem is with everything you listed I can only fit 2 250mm Railguns, and 2 Heavy Launchers, What do I put in the 3 turret bay and I will only have about 30 power left after installing everything you listed. Maybe a small EMP bomb to counter drones?

if thats all you can fit. i would go with a medium graviton smartbomb that could also act as missile defense.
i have no idea your skills but good engineering skills ALWAYs help out on ship setups. SO does electronics if your a missile user.
