Okay, I have to admire this guys racket he has going on here. Even if I resent being the victim of it.
I was on one of the last SoE quests where you have to capture Dagan. I destroyed his ship and was on my way to collecting him when a player swooped in and stole him. He was red and had a skull next to him...whatever that means.
Now I can't complete the quest.
He wanted 10m isk. I got him down to 8m isk.
I still refused to pay.
So, what are my options? Can I abandon the quest and redo it, and hope he does not steal it from me again? If I abandon the quest, how far back will that set me?

That's allowed but a petition usually results in the mission being reset so you can do it again |

Red means you can shoot him, given your collective Eve experience so far there would be consequences for attacking him

Likely he got red because he stole that objective. When someone steals the contents of a wreck or container you can start shooting at him anytime within 15 minutes.
Skull just meant at some point in his life he went negative sec status and someone(possibly himself) put the bounty on him. It is unlikely to be related to the red part.
If you have -5 sec status you show up as red as well, but judging by the fact he wasn't warping away from the Police, im guessing he didn't. Note Police != CONCORD, you can evade the police.
Also, I wouldn't call him a pirate, he's more of a ganker than anything else. Pirates would try to catch you in Low sec. There is a fine line between a post and a signature. |

That's a very wrong yet very persistent idea. Piracy isn't about being in low sec and/or being -10, piracy is about choosing your targets/play style based on the income it gives you.
Sitting in low sec at a gate popping haulers for fun isn't piracy, that's PVP. Wardeccing people for the fun of it isn't piracy, it's PVP. Tackling people in low sec with the intent to ransom them IS piracy, wardeccing someone with the intent to put the pressure on and then negotiate a ransom to stop is piracy, mission busting someone doing it for the loot or possible ransom is piracy, doing it for the lulz is pvp. And in this case demanding a ransom for a mission objective is thus also piracy.
So the simple fact is that there's way more piracy going on in high sec than in low sec, simply because there's way more and juicier targets in high sec and trust me when I say that it pays well.

If you abandon mission in Epic Arc, you abandon whole Epic Arc and can't continue it at all. You would need to wait 3 months and after that you could start it again from beginning.

Skulls also appears when a player has commited a reason act of aggression, and he she will be (note) flashing red.
Red also doesnt automatically mean you can shoot the person, flashing red does. Red can also indicate terrible standings, which can be set by a player themselves or a corporation/alliance.
This is however, all subjective to the way you've set your overview up. IIRC, you can modify the colors to your tastes to reflect the desired meaning. If it bleeds, kill it.

I got a GM to reset it so I'll do it again sometime...one more question though...I don't remember seeing this guy in my OV while I was fighting. If he can see me fighting shouldn't I be able to see him just floating around waiting to gank my loot?
He probably was there the whole time on my OV and I just didn't notice...just want to confirm he doesn't have some kind of tech that hides him from me.
I'm aware of cloaking, but he was in a Thorax I think...medium Gallante cruiser if my memory serves me correctly. |

Few things:
- make sure you sort overview on range - make sure you are using an overview setting that's applicable (load the standard one for now) - rclick > remove any things you're not interested in so they don't clutter the overview - pay attention :) Excellence is not a skill, it's an attitude.

Flashy red, by default, means wartarget. Solid red means either outlaw or criminal to you/your corp.
If you're ever in doubt simply find his name in local. If he has a red icon you can hover over it, it will either say:
- This person is at war ... - This person is an outlaw ...
You can shoot in both cases.

Um, he's driving a ship and robbed another ship of its booty, which is being held for ransom. How is that not piracy, exactly? Even queen Elizabeth II would agree that it is, I think. |

He could have scanned you down. That way he doesn't have to be "on grid" with you and he won't show on your overview. I believe it's rather easy to scan down people shooting Dagan since you know pretty much exactly where and what to look for. Did you do the scanning tutorial missions? If not, I recommend doing them to give you a feeling of how he could have found you. |
