Ever since the "upgrade" 2 months ago, there hasnt been a single day that there hasnt been login problems, lag problems, and usually at last 2 reboots a day I have seen.
50% of the time since then, when I click charactersheet I have blank standings and sec status.
Roughly 5% of the time I log in I have an empty buddy list.
5% of the time I open something(cargo, container, loot can) it doesnt load.
It's getting no better, it honestly isnt.
What's going on?

I haven't seen those problems every day for the past 8 weeks. Just on weekends during peak hours. For the rest of the week, eve runs as smoothly as a baby's bottom.

Odd, I play all the time and don't have these problems you speak of.

I play from 8am eve time to 4 pm usually, exactly to avoid the times most people are on.
I get them as much during the morning with 3k people on as at night.

You sure that's not just your computer or Internet service Provider causing these problems rather than just pinning the blame on Eve, because I don't get any of these problems either...
Any CTDs I do ever get are usually caused by fluctuations in my Internet connection rather than Eve itself...
Either that, or you're just overexaggerating just to make the problem sound worse than it actually is...

You sure that's not just your computer or Internet service Provider causing these problems rather than just pinning the blame on Eve, because I don't get any of these problems either...
Any CTDs I do ever get are usually caused by fluctuations in my Internet connection rather than Eve itself...

Yeah, must admit things have been getting better and better over recent weeks for me.
Only thing I did have an issue with was logging in and loading the buddy list - once you've got a lot of them in there, it slows the loading down a lot. Any you can afford to clear out would improve that.
Only hangar I struggle with is our corp bp sales hangar, but then, there's about 6,000 prints in there. 
Does sound rather like your connection is lagging though, so it would certainly be worth checking for external causes or other computer problems too. (Pop up ads and viruses are often what causes such extreme lag.)

It could be an incompatability somewhere in my eve install, or between my ISP and eve's servers, but unfortunately(as if it was, I could fix it) it's not on my end.

Doesn't mean much unfortunately. Odds are ICMP is turned off on the router to help in preventing DOS attacks and Annoying broadcasts.

I play a minimum of 3 hours a day and those problems rarely come up, if ever. Check graphics card glitches or hardware incompatibilities.
