How about allowing Alliances which have sovereignty, to regularly spawn their own NPCs which defend the Alliance's key assets e.g. Outposts, POSes and Gates. (possibly asteroid belts too). These NPCs could then become war targets for opposing alliances, and give them something to kill (other than boring outpost facilities) while they are occupying enemy territory.
This would tie a number of game mechanics together (contracts/Allaincce outpost Agents, factional warfare features for player alliances...)
Imagine the following scenario:
Alliance A is at war with Alliance B. A holds space adjacent to B. Corporations in A set missions for its members(through the Contracts system, or alternatively Alliances/Corps could create agents in their own outposts). These missions would be to destroy NPCs from B. Now, if B was somehow penalized for having its NPCs destroyed, this would actually create an interesting setting for PvP as B would want to fight these intruders from A who are hunting their NPCs. Maybe make the features of Factional Warfare available to player alliances - allow them to earn medals/ranks for killing the other Alliances spawns. Alliances could also be allowed to create "LP Stores" for their members, based on these kills. Actually there is no reason that points/ranks/medals could not be granted for killing actual enemy players as well.
These NPCs would have to be a bit tougher/smarter than current belt rats, but not by too much. Destroying them should be something achievable by a small guerilla force, even solo players.
Well...it's just the start of an idea which I had from playing the Warcraft 3 map: Defence of the Ancients (DoTA) in which the players control heroes on a battlefield where armies of NPC spawns fight amongst themselves.

you know what would be cool, if, when an Alliance has a certain Sov level, the NPC rats are replaced with friendly NPCs, so in order to keep ratting, you need to go to enemy space and kill their rats.

I can see donuts of SOV creating now, the centre system/s with no Sov, whilst a ring around them is sov'd so as to provide safe ratting.
Heck you might find a NAP'd Alliance in the centre with their own sov.

Yes that would be the simple way to implement it.
Of course, this might upset people who rat in their own Alliances 0.0 territory, as they can no longer safely make money ratting - and currently access to good rats is one incentive for claiming 0.0 space.
On the other hand, it would make it a lot easier to mine in your own Alliance's space - you wouldn't need protection, and indeed, the NPCs themselves could provide very limited protection for your mining op.

Yeah, good point. That's why I initially was thinking they should only spawn at Gates/POSes/Outposts.
Probably they should require an outpost in the region, which provides an interface for configuring the spawns. If the Alliance had to actually provide built parts for these NPCs, it might even give the Industry/Production people something to contribute to their Alliance.

Wasn't there talk at one stage about allowing Alliances to deploy their own gate guns? But in the end they just implemented external Station Services, which are just too strong for a couple of players in cruisers to hope to take down... |

One of the main reasons to own your own space is so you can rat there without getting an enemy fleet dropped on your head.
