This Char, and my alt have Corp stands with some NPC corps. But they both have Neut stands with all NPC Factions as i have not done Storyline missions with them. Will this affect the amount of time I have to setup a High Sec POS, or prevent it all together? Sorry, I may have missed you answering this question already.

"Neutral" in corp standings mechanism means "no standings". If you don't have faction standings listed in your character sheet then you're "neutral".
Corp standings are modified according with members standings: sum of members standings divided by members number. Only those members who are in corp for at least 7 days are taken into account.
So, if you buy a pre-made corp (or you use corp raising standings service) and you have factions standings then you have 7 days (from your re-joining day) to anchor a tower. If you don't have factions standings then corp standings will remain unchanged until a member with factions standings will stay for 7 days in corp.
