Hows does the military get around? How do these outposts get fuel and such? CG already exist in 0.0 space. And wouldn't pilots have access with the right standing? Of course they would... so where are they? These coming! And they will add yet another exciting dimension to the game!
Putting CGs in low sec is a great opportunity to help speed up the game a little and create more action and opportunity. Its it just isn't realistic that in order to move caps u need to fly a silly alt around. Why aren't the 0.0 CG used in low sec?!
Making low sec CG interesting... There will be a 50% chance it will place jumping cap 1000-2000km from the outpost. And there is a 5% chance a pilot will bump directly off the station itself sending your cap hurling into space. Any cap pilot will tell you that their heart races every time that happens! Beware when jumping! System pirates might keep some caps in the area to encourage a bump off... And remember, using a system cyno is by no means a walk in the park... the system might have eager pirates just waiting for cap to bump and kill. Jump with care!
Faction Counts... A pilot and corp faction will play an important role. The more outposts a corp has the higher the standing would be needed and cap pilots with a negative standing would be automatically denied access. A fee may be assessed at some CG anywhere from 5-10m isk.
With the addition of CG in low sec we will be adding capital npc that will randomly and periodically jump in and out of low sec systems for fueling outposts. This will create an NPC avenue for pirates and other entrepreneurs wanting to take on a NPC cap and its support fleet. Beware! The faction hit would be significant!

That would be neat. I could always use more cap kills
I got a few questions though:
1. Would the cyno generators be right on station? 2. If not on the station, were? You would have to creat npc pos. 3. Would the npc pos be able to be destroyed or the Cyno if on station? 4. Would fuel cost more to jump to the Cyno? 5. If the Npc is running the cyno gen, would you have to pay a isk tax to use it?
Reasons I ask these questions. Assuming its on a station, it will become a area of FW reinforcement area and likey become a camping site for cap battles. So will it be destroyable to stop these ships? Also, do you get a km from it?
Cost of using the cyno? I know in low sec, we have pos that take fuel and what not, so we can put these toys up. It cost us a good bit to maintain this stuff. So what will the npc cyno cost to use? extra fuel, isk,...? _______________________________________________

Another reason for this is to help in picking up low sec mineral orders... have u ever tied to pick up regional buy orders with a cyno alt?! TRY IT! You'll want to self destruct yourself after picking up the 5th order!!!

In discussing this with CSMs in the alliance they expressed the fear that this would make EVE too small... I personally disagree, But by juicing it up and adding some risk to it spruces up the game. I would use it... I hate flying a cyno alt around... however i equally hate building faction... so I probably would still be stuck with my account of cyno alts 
How i would implement it it would be to require perfect 10 faction and set the cyno 3000km off station and then observe utilization. I would slowly decrease faction and move the generators closer until i got a 10-15% cap pilot utilization. Given the amounts of jumps cap pilots do that would be a fairly large number of jumps.

A few points,
Alt scout reduces risk to 0
50% plus 50% plus 5% is 105%
Cost should never, ever, ever be below cost of a jump. It should mirror the 0.0 bridges you pay for your mass. Hell it's too convenient, you should have to pay more.
With the scout, the only people this will be "interesting" for are idiots. How is this not just a carebear accessing the low sec mineral market for free again?
