The guides only seem to imply that a starbase should be anchored around a moon.
Is this a requirement? Can you anchor POS towers (and supporting modules) anywhere in space, to create a staging area for example?

Negative. You can't even anchor a POS at a planet, only moons. And if you dont have standings with anything, you will only be able to put one up in .3 and below. |

POS's can only be anchored at moons. What's more you can only anchor one per moon. Which means if someone else has one where you want one, you have to destroy theirs first.
In 0.3 > 0.0 sec, this is done fairly easily and you can anchor a POS at any moon.
In 0.4 > 0.7 sec, you need a standing 10x the sec status towards the sovereign faction
0.8>1.0 sec towers may never be anchored (or anything else).
In 0.5>0.7 you have the advantage when defending that you need to be war decced first, and attackers can not bring capital ships. |

The required standing is the standing of your corporation to the faction which has sovereignty in the system where you're anchoring the POS.
(And corporation standings are based on the raw standings of the member(s) of the corporation.)

One thing to keep in mind is that the standings only matter at the time you anchor the tower. Once anchored, your standings can drop without consequence. This is handy when you start recruiting members who may have low-faction standing, which would drop the corp-standing below the required amount.
If you don't have a character with the required standings, there are a number of people on the Sell Orders forum who will either buff your corp standings for you, or sell you a fresh corp with standings at a reasonable rate.
