Race is not important. Should have sec. standing high enough to fly anywhere without getting shot by faction navies.
Character needs to be able to fly:
At least one race of T2 ships. Most notably Heavy Assault ships, Command ships and T1 Battleships. Rest of ship classes are not important but if he can fly them effectively it's an added bonus. It also has to have all skills trained to effectively fly the ships he can pilot (guns/missile/ship) skills at least at lvl 4 and 5.
He needs to have all skills regarding capacitor, fitting and active tanking maxed out, shield/armor compensation skills can be lvl 4. Needs to be able to use webs, scrams and preferably a little of EW, if it's gallente it also needs to have very good fighting drone skills (T2 heavy drones are a must)
No need for any kind of capital ship skills, or any type of skills not useful in pvp combat.

can fly all caldari ships under cap but 2 which is black ops 5 days away and 1 more which is 30 minutes away
has great missile great shield tanking can run level 4s for minnie and ammar good way to make isk
