I've got approx. $140,000,000 isk to spend on buying and fitting up a ship to run level 4 missions for the federation navy. I can fly Gallente & Amarr HACs, recons, and battlecruisers, have excellent armor tanking skills but so-so shield tanking skills, about 3m sp in drones (can use t2 heavies but not sentries), 5m sp in gunnery, and can fly both races' battleships but not very well (BS skills only at 2-3, large turret skills only at 2-3)
I need some help figuring out a ship to effectively run level 4 missions for the federation navy that will stay within my budget. Need ship and fitting suggestions that won't go above $140,000,000 budget. I've been playing the game over a year but have done very little PVE, mainly PVP only. Haven't done any missions in MONTHS and even back then I did them in groups.

Uh, yeah.
Skill up Sentries -> Dominix, Myrmidon, Ishtar
All of the gunships are more expensive, a T2-fitted Lvl 4 thron/hype will set you back 200m isk or more.
Start out with a myrmidon, so it won't bankrupt you when you inevitably lose one :)
... and I really think they should boost T2 plate HP.

A dominix, and just spend a few days to get gallente BS 4.

Dominix for you my friend.. You shouldn't really lose a battleship on a level 4 if you have good tanking skills and a good setup, especially in a dominix. Unless of course you ain't watching.. I'm PVP too but occasionally I do the odd Level 4 in my Dominix. Just make sure your resists are in the appropriate areas and you have the right drones for the job, you'll be fine!

Domi domi, man the whale!
You can easily get a really good fit with that isk. I once found a domi with rigs (2x ccc, so i only added a aux), full T2 fit (horrible fit, but good stuff) and some faction goodies to go along with it. Also T2 drones and basically all the good stuff. I got the contract for 75mil, and afterwards i checked the lowest possible prices on the market for all that stuff and it was around 120-130mil :)
So, keep an eye on the contracts, just be wise with the rigs. |

hmm ok, and also, since fed navy missions are pretty much always up against serpentis which arent worth it to salvage, is it best to just run it, shoot everything, complete objective, run and and hand-in? will i get more isk that way than 0.0 ratting (without salvaging or looting)?

I say fit at least one tractor beam+salvager on the domi, and loot/salvage as you go. Just let your drones do their thing while you're scooping loot. |

Looting is worth it, salvaging not imo.
And it depends on which ratting you compare it with. Compared to average syndicate system it is definately better, but if you compare it to a -1.0 system it wont be better. |

I would concur that a Dominix would be your safest bet. From what I've read an Ishtar can run IV's if you have the skill to back it up, but I can't fly one, so not sure about that. I know my Myrmidon can do IV's fairly well, contact me in game sometime, I'll pull my myrmi out and share her build with you.
Or if you ever just want some help in your IV's I'd be glad to blow some stuff up for ya in my Navy Mega =D

well i took everyone's suggestion about the domi and i fitted one out like this:
2x LAR II, DC II, 3x EANM II, 1x CPR II
5x cap recharger II
2x tractor beam, 2x salvager, 1x drone link augment
drones: 5x ogre II, 10x hammerhead II, 5x hobgoblin II, 5x bouncer I
completed 4 missions last night while doing homework. permaruns 2x armor repper and once you get aggro the drones just swarm and kill everything while you're watching tv, doing homework, or whatever. takes a lot longer than a high dps ship though, but its headache free!
and diana, what TZ are you? im currently missioning out of vittenyn and will be until i can accept missions from the level 4 agent in dodixie. |

yeah i had it on there just forgot to mention it. using a laser so that i dont have to keep anything at all in my cargo bay. but yeah i could use a civilian gun couldnt i?
