What makes world alive and stand out from dead flowing material is people.
I wouldn't mind at all seeing more NPC's and specially humans, maybe a deck in the hangar where people walk back and forth, maybe some NPC miners at belts at Empire space, maybe some spacesuited humans working/repairing stations which you can see when you aproach/leave the station, maybe more NPC traders travellnig back and forth their route. Or whatever you come up with to add more "alive" feeling to EVE.
Systems that do not have that many PC players in them in general just seem....dead, like a ghost towns with everything in it except people. And even though the "barren and deserted" -theme fits some systems I still would prefer the feeling of busy trading system with lots of going on while in Empire space.
Just make EVE feel more alive and less dead! ________________ Midshipman Syren_Dreamer(Mining & Transport) - Logistics Division - Hadean Drive Yards

i competely agree with this. Sometimes EVE feels too empty. 5 million people living in a station but noone ever leaves it

I think that there should be more structures in space rather than just stations and jumpgates.
There should be whole citys in space (in the core systems at least) where instead of one big station you also have lots of smaller ones, refinearys, labs, construction plants with half bulit ships being constructed in a drydock, solar collectors -all the new stuff coming in shiva etc...
You get the idea.
Make it look alive!!

Having AIs fly around using the names of people who you read about in eve chronicals and sending agents on the move every now and then would be nice as well. ---------------------------

Even a few variables more with agents that you can interact with and depending on their mood and a number of other circumstances the outcome never gets to be the same predictable one.
Say 3 sets of 4 option inquirys, with higher stakes for pushing the envelop, that would make actual agent interaction come to life and make it a game in itself.
