I found the utility that unpacks the sourcefiles used by eve.
The utilities description makes no mention of repacking those files.
Given the client side nature of the tectures, models, and sounds in Eve, I would really like to be able to change (particularly) the sound in Eve. I have been playing for over a year now, and am so sick of warp sounds, not to mention what are in my own personal opinion, pretty poor sound effects, that I would LOVE to be able to repack my own sounds into the game.
Has anyone had any success with doing anything like this? Any utilities known about..? Or failing that, is there simply a DTD for the resource files, so that I can have a go at stitching my own file together?

You don't have to repackage the .stuff-files. Just put whatever files you have changed, with the correct directory-structure, in <EVE-folder>/Res/

I'd like to point out a little passage in the EULA that you have all agreed to:

7. CONDUCT A. Specifically Restricted Conduct (2) You may not use your own or third-party software to modify any content appearing within the Game environment or change how the Game is played.
