there is no way to do it with the eve software. you need to use a 3rd party program. there is a good 1 but i can't remember the name. if i find it i will put a link to the creator's here

i am not trying to modify the game or gameplay. in essence cheat. all i am trying to do is connect to the server from a computer thats only connection to the internet is through a local proxy.

You didnt say what proxy it is, but if it's SOCKS you can use SOCKCap. It's free for non commercial use and can be googleised. If you are using Microsoft Proxy Server(at work or whatever), you want Microsoft Proxy Client, that will make all your apps Automagically Work(tm).
