No. Ask around and youŠll notice itŠs not quite just rest of EVE vs GKC and never has been.

There is usually some small rivalries even within the same block.
Not all pets necessarily like one another, and though they'll pull together from time to time for mutual defense, they may well be shooting at one another at other times.
The farther apart the pets are on the maps, the less likely they are blue to the same alliances especially where the main alliance does not generate a definite blue list, or it is a regional list that varies from region to region. (Thus you might be blue to everyone in Omist that lives in say TCF territory, but not necessarily to the ones in Deklein that live in TCF territory).
