my friend has started this game recently (so have I too)
how can I send him ISK or Items?
and can you send people ISK or Items when they are offline?

If you right click on the person's name in a chat window, you can give them money (it's in the Communicate subsection).
If they're offline, just do a search for them using the People & Places section then right-click on their name in the search results.
You can also do the same thing for people you have stored in your buddy list.

There will be an entry in his wallet.
You can also supply a short reason for the money transfer, if you wish.

you got the money part covered,
as far as itmes goes, you can use escrow for that, just make sure you put your friends name in there, so no-one else can get it.
