You wont catch any cruisers or hacs with that; your lock time is far too long. My Phobos has 3x sensor boosters and when solo camping, even I miss hacs occasionally if they're fitted for nano. You may catch a BC, you'll catch BS... but they'll just kill you anyway. Someone will probably link to a KB with a devoter that has managed a few solo kills in low sec camping but it's a terrible ship, really, in which to do it. Phobos is the way to go. It can tank almost as much, puts out more DPS, can fit 2x webs and a sensor booster (or 2x sensor boosters and a web... or 3x sensor boosters) and a MWD and be fairly cap stable and have at least a chance of catching stuff that it can kill. Devoter is too slow and you wont kill them before they get back to the gate, even if you did get a lock. Also you'll be on a timer; someone can sit there, even an inty, and just point you and wait for the guns to do their work; remove a plate and fit a small or medium armor rep on there. I fit a small on the phobos, it's usually enough. Even if you're on about 0.0 stuff here, again, a ceptor can just orbit at 15km, with a point, and slowly bring you down and there wont be a lot you can do. Srsrly.. phobos is the way to go. It has the mids to do either the web/SB thing, or it can fit ECCM or cap modules or ... many things. The Onyx/Broadsword have better tanks, but much slower lock times and if they try and fit a MWD and sensor boosters to compensate, their tank falls apart and can be killed in seconds. Devoter has the best armour tank, better than the phobos,,, and that's fine in a gang; but for solo work, it's a terrible HIC to use. Phobos, Phobos, Phobos.

You can catch some juicy haulers and the like, but someone can ruin your day in a hurry. You won't be able to crack any HAC tanks with that first fitting, btw.
