How can you stuff in 5000 Goons on a single region ( Delve) ?

I think you need to rephrase the question into "How do you stuff 5,000lbs of sh*t into a 1 lb bag" and then you will have your answer to Goon logistics. 
Goons are just a larger version of The Internet but have enough skills to fly Rifters...... and drive in short yellow school busses. |

Well if you look on the sov map you see KEN and AXIOM towers in delve and both alliance together make over 5 k pilots, so it is not a game was simply saying 5k people already live there so the goons will fit np.
