I bought a CNH with all three rig slots full. However, I don't have the skills to fit rigs. Does this mean I don't get the bonuses, or did I make out with a ship I technically shouldn't have been able to modify? Thanks.

You get the bonuses as far as I know

You will get the full benefit of the rig, tested it also myself with a t2 CCC rig.

Anyone can use rigs ona ship they bought but they get the full drawbacks. Rig skills are only needed to fit rigs and reduces the drawbacks, if you don't have them you simple get the pull drawback.

You ALWAYS get the benefits of rigs, wether you have the needed skills or not.
You only need the skills to FIT the rig to the ship, after that anybody else can use it.
But you also gain the full drawbacks if you don't have the appropriate skill (that is, if the rig has drawbacks, one subset of rigs, "energy grid rigs" don't have any drawbacks at all).
