I know you have to have the proper faction standing to setup the POS intially. But once I have those standings and I anchor it, if I were to offline it, but not unanchor it, and those stadings decrease, would I need to get them back up to online the POS?

No. Standings are only checked when you attempt to anchor it. Offlining / onlining don't matter.

but of course the pos will have no shielding thus be far easier for someone to come along and war-dec your corp in order to attack it and possibly ransom it. i.e they'll leave you alone if you pay isk, otherwise they'll likely just sit on it and attack your corp members when and if you try to re-fuel it.
Leaving any pos's off-line is a bad idea as nothing will work until it's fueled, but at least you DO get a 24 hour notice so you could use that time to i) fuel it and turn on the weapons or ii) fit enough stront to last for more than a weeks duration, of course depending on the attackers this may or may not put them off.

I have one question then. Can you refuel Stront while under attack?

You can refuel stront until this POS is put into re-enforced (25% shields) - once it goes below that, you can no longer add stront until it's back to 50% or more shields.

You can't add or remove strontium once the POS goes under 50% shields. It doesn't go into reinforced until 25% though. Exploiting this is what you use to throw off someone's strontium timers, you bring the tower below 50% and leave it there for a few hours before finally bringing it below 25% placing it into reinforced, preventing repairing / unanchoring / onlining anything that requires CPU etc.

Thanks for the answer and the other replies were useful as well...
What I was thinking was putting one up for research usage by the corp and offlining it if/when it wasn't needed. Was worried about the corp standing dropping due to new people joining and not being able to re-online it again.
