NPCs don't pod.
I did once get podded by sentries at a station, but that was a bug. Funny, though.

there is a glitch that you might just get podded by nothing
i had it happen... nothing on no killmail nowhere just woke up in station with no implants bounty still there.

I accidentally split coffee into RoboCop's lap in the street, he forced me to bodypop, for a whole hour at gunpoint, to music coming from a beatbox mounted in his torso
This I feel is a valid analogy to the likelihood of being podded in 0.9

there is a known glitch (which is quite rare) that concord/faction police/gate guns will kill you. Petition and logs will show nothing but sometimes the GM's figure it out. Most of the time you do not have a pod mail.
