That will depend alot on what you are doing and how you plan to fit either ship.

The Battlecruiser would normally be the preferable ship, mainly because it will be many times cheaper and be fully insurable, so is a lot cheaper to lose.
The T3 Strategic Cruiser, on the other hand, will cost A LOT of ISK, at least at first, and then won't be used by many players because of the harsh penalties associated with it's destruction (Loss of SP in the Subsystem skills). Of Course, in many ways the strategic cruiser will outclass the battlecruiser, but in a similar way, faction ships are used less often compared to their T1 counterparts due to their high price tag, despite often being much better. --- Sig Starts Here --- Lord Haur - Imperial Academy Logistical Support

If you haven't flown either and are a new player I would go for a battle cruiser. You need to do some seriously skill training for HAC's with a T2 tank and guns to even be ready to begin contemplating a T3 ship in practical terms.

Just to clarify for the OP; when we say a LOT of isk in this context in the first instance, and for a while after launch in March, we are probably talking billions.
If you have to ask the quastion, you're not gonna be able to afford T3. At least for a while. Hell, I'm not either.

I don't know. It didn't take that long for the orca to stabilize in price, and t3 has the "OMG SP LOSS USELESS" stigma attached to it.

The Orca was different. Like the drake before it, it was a new T1 ship class that just required buying a blueprint to manufacture. It had a an immediate rarity value but that soon levelled out as BPC's became spread out throughout the economy. And the SP requiremnt of the Orca wasn't that large to an established player: I had almost no mining skills at all and it took me 3 weeks to train for.
In any case if anything the SP requirement was a drag on the Orca, and remains so; basic supply and demand. If there is something that puts people off buying a ship demand goes down, so sow does the price.
Orca: Easy to supply, low demand = price falling. T3: Hard to supply, massive demand = HOW MUCH!!!!?
T3 are going to require rare parts and the demand for them is going to be massive. It remains to be seen how hard the parts are to come by but don't expect the price to come down that much.

The way I understand it now from reading a few posts and seeing a few pictures is this:
To fly T3 cruisers, you'll need to train in a bunch of subsystems. I expect this refers to a general "Strategic Cruiser" skill, which will then be the prerequisite for things like "Strategic Cruiser Hulls", "Strategic Cruiser Electronics", "Strategic Cruiser Propulsion".
Then to fly these beasts, you'll need to train in these subsystem classes in order to populate the 5 "component" slots in the fitting tool. You won't be able to fly a Strategic Cruiser (that's the name of the T3 ship class coming in Apocrypha) until you can put all five components together.
Then once you're flying it you can train the skill from level 1 to 5 as normal. However, if you are in the ship when it is destroyed, you'll lose some amount (a fixed number of SP? just one whole level?) from a random strategic cruiser subsystem skill.
This is all speculation though, so take it with a grain of salt.
