It's not incorrect at all. SP is linked to how good your character is. In order to get the most of your character, you want the most SP that helps you with your goals in EVE. Hence, training learning is mandatory to get the most of your character...

Learning skills are mandatory to get the most out of your character. If your intention is otherwise then it's not mandatory. Unless you're a sucky player, you're going to train learning as early and often as possible.
