Your right, it is not realistic to say because your new you get the skip the time it takes to have the same skill levels as the vets do.
well I meant the vets would get the increment as well without having to train anything. I'm talking about subsituting hypothetical 3rd level learning skills with direct increments - this just subtracts a constant amount from both vets and new players training times, compared to the alternative.
of course I doubt CCP would do either because they don't want people to learn skills too quickly ;)

Not for a noob, when that's either a lot of risk, a lot of isk, or a lot of mining.

Did it since having 1 mil SP. Hell, I still haven't bothered to train my weapon & shipskills for NPCing past lvl 3.
The only thing which stops one from making isk effectively is know-how, aka information. And information can be aquirred at any time if one looks for it.

all the people talking about instant action should know that EVE online is NOT WoW or Counterstrike or whatever other online action game... Thats why average age of people playing EVE is 27 and not 16. And tbh I like it that way. Its not just because of learning skills of course, as its just one of the small factors... but if someone drops out because of learning skills (which take only about 2 months or even less to train), what will happen when they try any other rank5 or higher lvl5 ? Its not a game where you just log in, click as fast as you can with your mouse and you're the best. The ones that just want to have fun. Why should they even bother with learning skills ? Log in, get into a frig, fly from belt to belt looking for easy picks.
Learning skills is a choice. Not a must.
