Can you set up Jump Clones on a Mothership? - COULD this be done if the pilot who has the MOM just sets standings to the neccessary people? I.E Corp A has a MOM,corp and pilot sets standings to CORP B. Corp B sets the clones, jumps in and pilots ...

If its time based it may not be eve, but another program updating, or windows performing maintenance - check to see what else might be running/updating as updating other programs will slow your internet connection down.
