BPO = Blueprint Original , these can be researched and copied into limited run Blueprint Copies(BPC) . BPC's cannot be researched or copied and once the production runs have been used on them they are worthless.

There is maximum amount of BP's that will be given out by agents. If all the BP's have been given out then they will be removed from the lists and are therefore unavailable. I think that this is the case with a lot of the items in your question.
