Perhaps the real idea is make it possible for people to play in the nano realm w/o T2 cruiser investments/skills. Obviously inties are fairly accessible and can reach that speed, but you'd need quite the swarm to take down a group of HACs.

Taking their time to consider the bonusses and come up with something good for AFs makes sense. But wouldn't it also make sense to go ahead and un-fat them? That seems like something that should be changed regardless of what else might happen.
